GMCA was established on 1 April 2011 and consists of 11 members. 10 are indirectly elected members representing each of the 10 councils of Greater Manchester with Andy Burnham Mayor of Greater Manchester acting as the 11th member. The authority replaced a range of single-purpose joint boards and quangos to provide a formal administrative authority for Greater Manchester and is now home to over 2,000 staff.
They are made up of a number of key Greater Manchester strategic functions and service providers including; Environment; Economy; Work and Skills; Research; Public Sector Reform; Police, Crime and Criminal Justice; Waste and Recourses; Homelessness; the Greater Manchester Ageing Hub; the Commissioning Hub and Greater Manchester Fire and Rescue Service (GMFRS).
